2/15/2022 Code Update Module 2 Public Open House

DPS and the Community Development Dept.  hosted a virtual Public Open House over ZOOM on Tuesday, February 15th at 5:30pm to discuss Module 2. On January 24th, 2022, Dekker/Perich/Sabatini (DPS) and the Community Development Department (CDD) released the second module of the Chapter 16 Development Code update focusing on use regulations for public review. The Development Code is the County’s zoning code, which defines how a property in specific geographic zones can be used and developed. The existing Development Code was adopted in 1965 and has had incremental amendments since its adoption to address issues as they arose. This update is the first comprehensive update of the entire Code undertaken by the County since its adoption. The purpose of the Development Code Update is to align existing land development regulations with adopted County goals and policies, while improving clarity and efficiency. The Code Update will also bring the standards up-to-date by applying measures that reflect contemporary best practices, land use trends, and market demands. Module 2 is the second phase of the Code Update and contains revisions to the development standards including district specific standards, off-street parking, landscaping, outdoor door lighting, walls and fences, and signage. The draft of Module 2 can be retrieved by clicking here.

NOTE on Tracking Changes: This approach creates incremental updates addressing each section separately. Public comments received on each module will be incorporated into the subsequent Module, i.e. public comments on Module 1 will be incorporated into Module 2 etc.. This document tracks updates made in response to comments received in Module 1. Content removed as a result of public comments are indicating in this document via text that is struck through (e.g. content removed), while new content added as a result of public comments is underlined (e.g. new content), with the exception of cross-references.

The project team will present the proposed content of Module 2, including public feedback received thus far, to the Planning and Zoning Commission on February 23rd and County Council on March 15th. The final module, Module 3, will be released later this year focusing on procedures.
